First Meeting Minutes

The first meeting of Spencer County Community Net was held on November 7, 1996. Kevin Hunter called the meeting to order. Present at the meeting were Robert Adams, Chris Leibering, Pete Maher, Ray Chamberlain, Connie Hargis, Beverly Symon, Vince Lueke, Dan Bertke, Kevin Kennedy. Following introductions, an overview of Access Indiana was presented to those present. Dave Buse of Perry Spencer Communications, Inc. provided a visual demonstration by accessing some of the current community network sites. The opportunity to submit a grant proposal prior to the November deadline was discuss and approved by a consensus of the group. The proposal will parallel the grant submitted by Access Perry County, Inc.

Discussion was held on how best to organize the local community net. Various options were discussed. Mr. Hunter will pursue several of these options and report back to this group at the next meeting. He will also submit the proposal on behalf of the group, henceforth referred to as Spencer County Community Net. Further action will be dependent on initial response from the state expected by the first of the year.

March 13, 1997

The meeting of Spencer County Community Net was called to order by Kevin Hunter. Members present included Karen Moran, Vicki Winkler, Beverly Symon, Connie Hargis, Pete Maher, Darrell Lovell, Ray Chamberlain, and Kevin Kennedy. Minutes were read and approved. Information regarding the recently released Access Indiana brochure was shared. Following discussion it was determined that, following proper approval, Spencer County Community Net (SCCN) would become a joint committee of the Lincoln Heritage Public Library and the Spencer County Public Library. A post office box will be opened by Vickie Winkler on behalf of SCCN.

The grant proposal was reviewed. Modifications include adding Karen Moran and Kevin Kennedy to the list of comittee members. Ray Chamberlain was named responsible for content/management. The business plan was modified. Travel expenses were eliminated and demonstration costs and conversion costs were increased. In addition, the plan for being self-sufficiency will now include "pursue funding through grant opportunities". Dave Buse presented the partnership proposal between PSCI and SCCN. The proposal was approved and signed. The final proposal will be submitted by Kevin Hunter prior to the April 1 deadline.

Discussion on how to enhance communication between committee members was discussed. Ray Chamberlain will pursue efforts on how to utilize on-line communication and other mediums. Karen Moran was approved as recorder for SCCN.

Pete Maher and Kevin Hunter will co-chair the personnel committee. Paula Werne and Darrell Lovell will co-chair the marketing committee. Beverly Symon and Connie Hargis will co-chair the Mission/By-Laws committee and present to the committee at the next meeting.

July 14, 1998

A meeting of the ASCI Board of Directors took place at the Spencer County Public Library beginning at 8:00 a.m. on July 14, 1998 with the following members present: Kevin Hunter, Connie Hargis, Beverly Symon, Dan Bertke, Jack Kroeger, and Raymond Dawson.

Kevin Hunter provided a review of "virtural meetings" which included the resignation of board member Ray Chamberlain, approval of Towne and Country Reality's request to include our site as a community link, the content development work of South and North Spencer representatives during meetings held previously at Chrisney Elem., the payment of ICNA dues, and the number of hits between April and November of 1997 (780 hits to homepage).

With the resignation of Ray Chamberlain, , Kevin Hunter had spoken with Dr. Bart McCandless and Raymond Dawson name was submitted for approval as the South Spencer School Corporation representative. Dan Bertke made the motion to approve Raymond as the newest member of the board, Beverly Symon seconded and the motion was unanimously approved.

Claims for previous business mailing were approved.

A proposed flow chart was distributed and discussed. Raymond Dawson presented a sample of a possible format for the new homepage and several suggestions, including the use of Cold Fusion software (a web database management program). Cold Fusion could be used to provide reliable updates of both graphics and text where and when appropriate. The sample site and suggestions were well received by the board.

The board discussed the purchase of hardware and software. Trinity Computer Systems was selected as the hardware provider. The purchased computer would be used for content development, marketing, and possibly training. Beverly Symon made a motion to approve the purchase of both hardware and needed software with an expenditure limit of $3,000. Jack Kroeger seconded and the motions was unanimously approved. The board also agreed to use Cold Fusion software in webpage development. Raymond will get firmer quotes on the exact costs involved.

Kevin Hunter reported that Jennifer Kern and students at Heritage Hills High School were able to put together a database of businesses listed in a 1997-98 Indiana Business Directory. Mrs. Kern and her office class put together a mailing to all listed business. The mailing included information regarding ASCI and a reply form should the business want to be included on our website. The response was good. Discussion then focused on how to reach all businesses and organizations in Spencer County that may have been overlooked. It was determined to run an ad in both county newspapers and supplement with radio coverage from local stations. Dan Bertke made a motion to approve advertising expenditure up to $1,000. The motion was seconded by Jack Kroeger and unamiously approved.

Kevin Hunter mentioned that since we were utilizing a cooperative effort between the county high schools that no personnel expenditures would be necessary at this time. Becky Hunter had logged some hours on behalf of ASCI, but these would become volunteer hours.

Election of Officers - Jack Kroeger made a motion to keep the officers the same. Dan Bertke seconded and the vote was unanimous. The officers are: President - Kevin Hunter, Vice-President - Pete Maher, Secretary - Karen Moran, Treasurer - Connie Hargis.

The next meeting was scheduled for 4:00p.m. on Thursday, September 10, 1998 at South Spencer High School, Rm. 233. With no further business the meeting was adjourned.

September 10, 1998

Minutes

A meeting of the ASCI Board of Directors took place at the South Spencer High School beginning at 4:00p.m. on September 10, 1998 with the following members present: Kevin Hunter, Connie Hargis, Beverly Symon, Dan Bertke, Jack Kroeger, and Raymond Dawson.

We discussed the pros and cons of changing our web site from PSCI to South Spencer School. Michael Dawson quoted a price of $3000 to build our web site, based on a flow chart. There would be an additional charge for additional changes. His fee is $50.00 per hour based on 10 hours a week through December. Ray Dawson is going to act as web master. Ray and Michael are working on a form to put on the web for businesses to fill out. Jennifer Kern has been entering data from businesses. The logo contest was discussed. Rules: size should be 4x5 . Ray and Kevin Hunter were going to attend the Family Festival in Rockport to promote Access Spencer County. Kevin was going to work on a brochure to hand out.

December 3, 1998

Minutes

A meeting of the ASCI Board of Directors took place at the South Spencer High School beginning at 4:00p.m. on December 3, 1998 with the following members present: Kevin Hunter, Connie Hargis, Beverly Symon, Dan Bertke, Jack Kroeger, and Raymond Dawson.

Ray Dawson gave us a demonstration of the form on our web site to be used by businesses in Spencer County. He also talked about the tedious job of categorizing these businesses.

Kevin Hunter has contacted P.S.C.I.. to see about changing host for web site. The possibilty of using South Spencer High School site is still being explored. Financial report by Connie Hargis: $21,887.81 in the bank earning interest. Web site update: slow but steady progress. Logo Contest: there were no entries after advertising it in several newspapers. It was decided by the board that the contest would be extended. Kevin showed the board the brochure he made, we rewrote the mission statement. The next meeting will be schedule through e-mail.

April 13, 1999

Minutes

A meeting of the ASCI Board of Directors took place at the South Spencer High School beginning at 4:00p.m. on April 13, 1999 with the following members present: Kevin Hunter, Connie Hargis, Beverly Symon, Pete Maher, Jack Kroeger, and Raymond Dawson.

The treasurer reports that our balance is $24, 565.70.

Raymond Dawson provided a projected review of the site. The board approved the site with only minor changes. Future changes in the organization of the government page were discussed. It was determined that Kevin, Raymond, and Connie would receive notification of all submitted items for the various databases and each would be authorized to approve. All editing of submitted items would have to be completed by webmaster.

Submitted logos were reviewed and it was determined that the new bridge being built over the Ohio River will become the basis of establishing our logo.

Raymond will seek final approval to host the site on the South Spencer High School server. Once approved the new page will be update to the public site. Kevin will notify local media and make presentations to interested organizations. Kevin will contact PSCI to discuss the sharing of four billboards throughout Spencer County in which to market ASCI site and PSCI.

April 6, 2000

Minutes

A meeting of the ASCI Board of Directors took place at the South Spencer High School beginning at 4:00p.m. on April 6, 2000 with the following members present: Kevin Hunter, Connie Hargis, Beverly Symon, Dan Bertke, and Raymond Dawson.

The treasurer reports that our balance is $22,140.70.

The board voted to remove Ellen Sarver and Kevin Kennedy as board members due to conflicts with their schedule and lack of involvement with ASC.

Raymond Dawson provided a review of the WebTrends report for our site. The trends showed a significant increase in activity at our site beginning in June 1999 with gradually increases right up to the present. One area of concern was the low percentage of repeat users to our site.

Based on the current trends the board voted to proceed with a mailing to local organizations. We will provide them with an update regarding spencerco.org and encourage them to submit community activities. Raymond will prepare a letter for distribution and Kevin will approach Jennifer Kern at Heritage Hills for assistance with this mailing. Along with the letter we may include an updated brochure. The possibility of transferring community events listed in local newspapers to our site was discussed and tabled at this time.

Raymond will look to reduce the size of our logo on the homepage and substitute interesting and attractive images of Spencer County. Other enhancement to our site include improving the on-line map section and adding a "job opportunity" submission form to our site. Raymond will contact Mike Dawson for a cost proposal regarding this addition and notify board members via e-mail for possible approval.

Kevin will contact local media and suggest a following up article highlighting interesting facts regarding Spencer County's websites first year in existence and promoting it's use among residents.

Election of Officers - Dan Bertke made a motion to keep the officers the same. Beverly Symon seconded and the vote was unanimous. The officers are: President - Kevin Hunter, Vice-President - Pete Maher, Secretary - Karen Moran, Treasurer - Connie Hargis.

April 3, 2003
Lifetime Education Academy, Rockport, IN

Members in attendance: Kevin Hunter, Beverly Symon, Connie Hargis, Ray Dawson, Peter Maher, Dan Bertke, and Karen Moran.

Ray Dawson, Webmaster gave an informative and interesting report of questions that he is getting as Webmaster. His inquiries ranged from genealogy questions to requests for a map for hunting in Spencer County. Ray passed out a Web Traffic Report that shows the activity on our web site. This report shows how many hits a day the site is averaging, where the people are from, what search engine they are using, etc. During the month of February, the website had 17, 977 hits, and average of 642 a day. That is a lot of people looking at Access Spencer County.

Connie Hargis, Treasurer reported a balance of $19,380.

Kevin Hunter mentioned that we had purchased computers for use in adult computer classes be held at the Lifetime Education Academy. We were meeting in the lab, where they were located.

Raymond had a purchase request. He requested ASC purchase a laptop, projector and screen to be used for presentations at businesses and community organizations. This equipment will help get the word out about our great website. The committee voted in favor of this purchase. It was discussed that he would probably be able to purchase this equipment for about $5000.

Kevin suggested that it would be good to have links to Homeland Security and election results on our website. It was also mentioned that our Census link was not working.

Marketing our site was discussed and it was mentioned that once Raymond has his laptop and projector he will be able to demonstrate our website at local community organizations and and businesses.

We had an election of officers and the following officers were re-elected.

April 7, 2005

Lifetime Education Academy, Rockport, IN

 

Members in attendance:  Kevin Hunter, Beverly Symon, Connie Hargis, Peter Maher, Dan Bertke, Karen Moran and Bill Spaetti

 

We received a resignation letter from Jack Kroeger, the resigation was accepted and Bill Spaetti was elected to fill Jack’s vacant seat.

 

Connie Hargis, Treasurer reported a balance of $13,396.73.

 

We talked about how to promote Access Spencer County web site. We have had an increase in the number of community events being listed. However, we would like to see even more organizations taking advantage of this service. Since very few job positions have been posted we hope businesses and organizations, when looking to fill job positions, will begin to list these opening on our website.  In order to bring greater awareness both event and job opportunities on our site, we decided to do a new mailing and seek the assistance of the staff and students at South Spencer High School with a new mailing to businesses and organizations in Spencer County.

 

We talked about the success of posting the election results.  It was suggested that we post vinyl signs on a stand at election polls and precincts during the next election to make more people aware of this project.

 

The PSC I hosting agreement has been updated to the next level with no additional charge.  It was agreed   to publicly recognize PSCI as a partner on the home page. The agreement was for a 24-month period and it will be revisited.

 

The domain name of the site was re-registed for the next nine years as www.spencerco.org .  Raymond Dawson, site administrator, was commended for on-going volunteer efforts and was recognized as the reason for the site’s growing popularity.

 

With regards to Homeland Security, it was suggested that we contact Allen Perdue, again, to find out if he would like to post information on our web site, ie, shelters to go to in case of an emergency.

 

Other enhancement ideas that were discussed included: Map to locate attractions, video feed of graduation ceremonies, local parades or sporting events (Dan Bertke will check into this possibility by contacting PSC.)
